How KAS Scaffolding is Delivering on the New PPN 026 Social Value Rules
Navigating mandatory tender weightings and providing transparent, measurable community benefits on public sector projects.
KAS BUSINESS UPDATE
02 November 2026
At KAS Scaffolding, we know that social value is no longer viewed as an additional benefit or a standalone initiative. On modern public sector projects, it is a measurable expectation that sits right alongside quality, safety, cost, and programme delivery. With government procurement requirements tightening, we are proactively structuring our operations to ensure our principal contractors can confidently meet their tender obligations. The regulatory landscape is shifting fast. While PPN 002 previously introduced a minimum social value weighting of 10% for applicable procurements from 1 October 2025, the Government's new PPN 026 (The Social Value Model) raises the bar for procurements commencing from 1 January 2027. For central government contracts valued between £1 million and £5 million (including VAT), the 10% minimum remains, but for contracts of £5 million or more, this weighting jumps to 20%, requiring at least one mandatory social value KPI.
At KAS Scaffolding, we are equipped to support the revised model's principal outcomes—specifically "Good Jobs" and "Skills". We actively create measurable social value for our partners through our local apprenticeships, structured work experience, continuous training, and recruitment opportunities.
We understand that for our principal contractors, social value commitments made at the tender stage flow down the supply chain and become rigid contractual delivery and reporting requirements. They are not simply supporting statements. That is why KAS Scaffolding takes a commercially transparent and pragmatic approach to community benefits. When we price and plan a project, we do not make commitments solely to strengthen a tender without considering the practical and commercial implications of delivering them. We ensure that every social value promise we attach to our scaffolding packages is specific, measurable, achievable, appropriately costed, and capable of being evidenced. We recognize that administration, reporting, volunteering time, and donations cannot automatically be treated as cost-free. By factoring these elements in transparently at the quotation stage, we provide our clients with accurate pricing and reliable, audit-ready social value deliverables—covering everything from entry pathways and local supply chains to environmental responsibility. When you partner with KAS Scaffolding, you get a supply chain partner that actually delivers on its promises.
